The Open Letter (February 2021)
In February 2021, a group of 10+ former staff members and anti-trafficking professionals published an open letter on Medium detailing misconduct at The Exodus Road spanning 2014–2020. The letter documented:
- Sexual assault at a 2017 staff retreat
- Financial misconduct and embezzlement
- Discriminatory treatment of Thai staff
- Cover-ups by leadership

Wikipedia
The Exodus Road's Wikipedia article contains a “Criticism and Accusations” section documenting:
- Accusations of sexualized interactions under the guise of being undercover

- Criticism of using trafficking as a pretext against sex workers

Legal Records
The Exodus Road engaged the law firm Lewis Roca Rothgerber Christie to conduct an investigation. The investigation confirmed inappropriate behavior including drunkenness and nudity at work-related events. The firm recommended terminations and disciplinary actions.
Witness Testimony
Our investigation includes testimony from:
- Former Exodus Road employees (including senior investigators)
- Anti-trafficking professionals who worked alongside TER in Thailand
- Thai nationals affected by TER operations
- Bar owners who were targeted by TER-arranged raids
- Church members and donors who were misled
- Other NGO workers in the Thai anti-trafficking space
Witnesses' identities are protected where requested. Many fear retaliation given TER's history of legal threats and use of corrupt officials.
